Draft Law Approved May 2026 · Mandate Expected 2027
Qatar's Council of Ministers approved a draft e-Invoicing law and its implementing regulations in May 2026. A pilot project has been initiated with select tax payers. Early signals point to a model similar in shape to Saudi Arabia. Zennovate is preparing enterprise clients in Qatar now, so implementation is fast once the specification is confirmed.
What We Know So Far

Qatar's Ministry of Finance and General Tax Authority are developing the legal and technical framework for e-Invoicing.
Early indications point to a hybrid model: clearance for business-to-business and business-to-government transactions, reporting for business-to-consumer transactions.
No confirmed go-live date has been published. Industry estimates point to a 2027 rollout.
